The third thread is central banks rewriting their own constraints: the Fed averages the stress capital decline over two supervisory tests with a floor of 2.5%, the RBI hands the remittance ceiling to each dealer's board, and the Bank of Mongolia asks parliament to issue special securities against negative equity of MNT 4.8trn — in each case the rule that binds is being moved rather than the policy rate.

- Germany's full-year 2026 general government deficit, after the first-half figure of €98.8bn, tests whether the federal shortfall of €72.3bn keeps widening.
- The Fed's Regulation O comment period closes November 4, 2026, after the 30 days extension, deciding the insider-lending thresholds.
- Guyana's 364-day Treasury bill tenders on 5 October and settles 9 October at an estimated face value of GYD 28.1bn, with the previous issue allotted entirely to other financial institutions.
- The Bank of Mongolia's 2027 monetary policy draft goes to parliament targeting negative equity of MNT 4.8trn, equal to 4.2% of nominal GDP, with annual inflation at 12.5%.
