Covering 2026-09-21 07:00 – 2026-09-22 07:00 · 12 pieces · 179 releases from 76 institutions

The big picture

The NBU raises its key rate to 16% as inflation of 8.1% and a financing shortfall force Kyiv to defend the currency without reliable aid.

Central banks are being pushed into opposing corners by the same constraint: the price of domestic funding. Ukraine's rate rise to 16% is the sharpest expression, forced by inflation at 8.1% and reserves drained by smaller-than-expected official financing, while the ECB's full-allotment operation at its unchanged fixed rate keeps the euro short end pinned and the Fed's September SEP holds the median funds rate unchanged through end-2026 on a growth upgrade — three institutions, one question of how long money stays expensive. The RBI sits on the other side of the same ledger, absorbing ₹157,750 crore through the standing deposit facility and ₹75,058 crore via reverse repo to leave net liquidity at ₹−228,546 crore, which pushes banks to the top of the corridor. What the pieces do not say on their own is that the liquidity drain and the capital rules finalised this month compound: banks facing a higher marginal funding cost are simultaneously told to hold more capital against trading-book debt funds and ETFs. The EIB's counter-guarantee of €300m to Crédit Agricole CIB, leveraging a guarantee portfolio of €600m toward €2.4bn of grid investment, is the one piece pointing the other way — public balance sheets substituting for private ones that will not carry the duration.

Decisions & policy

Why it matters With reserves already thinned by the financing shortfall, a further aid delay forces the NBU to keep the policy rate high or raise again, lifting the government's domestic funding cost and keeping hryvnia assets exposed to the disbursement calendar.

The National Bank of Ukraine raised its key policy rate to 16%, with consumer inflation accelerating to 8.1% in August, above its own July forecast, and still far from the 5% target. Smaller-than-expected official financing in July-August made fiscal policy more restrained and cut international reserves, so the NBU ties public-finance sustainability and price stability to restored regular international assistance.

BIS

Why it matters The structure shifts grid-component manufacturers' risk off bank balance sheets and onto the EIB, so the constraint on the energy-transition supply chain becomes guarantee capacity rather than the manufacturers' own credit — a template other lenders can replicate.

The European Investment Bank will provide up to €300m in counter-guarantees to Crédit Agricole CIB, letting the bank commit an equivalent amount to build a bank guarantee portfolio of up to €600m for European energy-grid investment. The leverage is expected to mobilise up to €2.4bn in real-economy investment, part of the EIB's €1.5bn energy-grids envelope under InvestEU.

Data

Why it matters Foreign institutions entering the interbank bond market — twenty-nine new ones in the first eight months — are buying into a market where secondary liquidity is thinning, so exit costs on any China rates position rise even as the yield stays anchored.

The contraction in turnover alongside a CN¥209trn custody balance means the marginal buyer of Chinese government bonds is now the banking system itself, so any reversal in repo funding would hit the sovereign curve directly.

Why it matters The shortfall against the notified reverse repo ceiling means the RBI is draining less than it could, so money-market rates stay pinned near the top of the corridor and the front end of the G-sec curve has no room to rally.

The RBI absorbed ₹157,750 crore through the standing deposit facility and ₹75,058 crore via a one-day reverse repo on September 21, leaving net liquidity injected from today's operations at ₹−228,546 crore. With the overnight segment clearing at a weighted average of 5.12% across ₹739,558.55 crore of volume, the absorption is pushing banks to fund at the marginal standing facility rate, the top of the corridor.

Why it matters Egyptian pound T-bill investors — including the 364-day line — are being paid in a currency whose external position is improving on remittances, so the risk premium embedded in the front end of the curve can compress.

Remittances from Egyptians abroad rose 28.1% year on year to $29.7bn in January-July 2026, with July alone up 20% to $4.5bn. The inflow gives the central bank hard currency to defend the pound and cover the import bill without drawing further on reserves, reducing the pressure that has kept Egyptian pound T-bill yields elevated.

Why it matters Offshore renminbi bill supply raises CNH funding costs, so investors holding dim-sum bonds or CNH-denominated exposure face a repricing of their carry as the HKMA's CMU becomes the issuance venue.

The People's Bank of China will issue Renminbi Bills through the Central Moneymarkets Unit of the Hong Kong Monetary Authority, per a notice dated 21 September 2026, with the tender notice and information memorandum attached. The offshore channel lets the central bank drain renminbi liquidity outside the mainland banking system, tightening the CNH funding that offshore holders of Chinese government paper fund positions with.

Why it matters Banks can take unlimited funds at 2.65% for 7 days, so any money-market rate above that level is arbitraged away and the carry on short-dated euro-area government paper stays pinned to the deposit facility.

The ECB's main refinancing operation tendered on 22 September 2026 and settling the next day carries a fixed rate of 2.65% over a duration of 7 days with a minimum bid of €1m, allotted in full against eligible collateral. Full allotment at that rate caps the marginal cost of bank funding for a week, anchoring the short end of the euro curve and the repo rate that dealers use to finance peripheral sovereign positions.

Regulation & supervision

Why it matters Trading desks holding debt mutual funds and ETFs face higher capital consumption, which reprices the cost of carrying those positions and can push inventory toward the sell side.

The Reserve Bank of India has finalised its market risk capital directions, adopting the Simplified Standardised Approach under the revised Basel III framework and replacing the draft's trading book definition with a reference to the Investment Directions. Banks gain lead time before the rules bite, but the revised specific risk tables and capital treatment for debt mutual funds and ETFs held in the trading book will lift capital charges on those positions.

RBI

Why it matters RCIT's common stock trades on OTC Link ATS, and a suspension or revocation would halt trading and eliminate its reporting obligations, directly affecting holders of the stock.

The SEC has instituted administrative proceedings against Reelcause, Inc. (RCIT) for failing to file any periodic reports after its initial registration statement and amendment. The Commission will determine whether to suspend the registration for up to twelve months or revoke it, with the respondent required to file an Answer within 10 days and a prehearing conference scheduled within 14 days of service of the Answer.

Why it matters Onboarding and counterparty checks that rely on a venue's claimed regulator rather than the SFC register leave investors exposed to unlicensed intermediaries with no compensation route.

The Securities and Futures Commission of Hong Kong has warned that HKGEX, presented as a regulator and market operator, does not exist under that name and is used to deceive investors. The site lends false supervisory cover to unauthorised intermediaries, so investors who believe they are trading through a recognised exchange have no regulatory recourse.

Speeches & research

Why it matters The 2027 and 2028 policy medians sit half a point above June, so any position priced for a faster easing cycle — duration, steepeners, front-end receivers — is exposed to a dot plot that now delays the return to neutral.

The September SEP raised the 2026 real GDP growth median to 2.3% from the June projection and the 2027 median to 2.4%, while the median federal funds rate at end-2026 holds at 4.1% and end-2028 at 3.9%. With core PCE projected at 3.4% for 2026, the median path keeps the front end elevated through 2029, so the whole curve reprices off a shallower descent to neutral.

Why it matters If MiSP centralises supervision, the AFM loses direct authority over Dutch pension assets worth €1.5trn, shifting the rule-making that governs how those funds allocate across European markets.

The Dutch pension system holds €1.5trn, built over 60 years, and the AFM's Hanzo van Beusekom argues in Paris that Europeans save too much and invest too little, so Europe must act in unison on resilience, AI and a stronger financial market. The channel is supervisory: the MiSP package would move oversight of those assets from national regulators toward a European body, though it stops short of the Draghi Report's advice.
